RESCON Outlines Steps to Boost Number of Construction Skilled TradesJanuary 13th, 2022 by Editor
Government programs and supports, advertising potential opportunities, and focusing on retention are three sources construction employers can lean on to recruit workers for skilled trades, says Andrew Pariser, vice president at the Residential Construction Council of Ontario (RESCON).
In a recent RESCON press release, Pariser, who was one of three youth advisors appointed in August 2020 to work with Labour, Training and Skills Development Minister Monte McNaughton to attract more youth, including underrepresented groups, to skilled trades careers, explained the importance of networking with groups that can help.
“These are three small yet meaningful steps that employers can take to increase the labour supply and make a big difference in the number of young people who pursue a career in the trades,” he says. “We can and must do a better job of letting youth know about the opportunities in our industry.”
The group held more than 90 engagement sessions, met with more than 400 stakeholders, and heard from 5,600 survey respondents, finishing off the work in a detailed report released in late 2021.
“The feedback from the report was very clear,” explains Pariser. “Ontario’s skilled trades are a phenomenal career for today’s youth, recent immigrants and those seeking a new career but to get more people into the industry we must break the stigma associated with the trades and reduce barriers and create more supportive pathways to support the overall success and retention of apprentices.”
The press release brings the heart of Pariser’s column in the most recent RESCON newsletter, where he lists options for employers:
- Keep pace with incentives and programs created to improve labour supply in construction. The Ontario government has information on resources and financial incentives for employers on its apprenticeship site.
- Document their needs and create job postings, outlining their expectations. There has been incredible growth in the number of people who are interested in pursuing a career in construction, but employers must advertise exactly what they require so training providers can work to meet the need.
- Focus on retaining employees by considering non-monetary benefits that can be offered such as mentorships, orientation, strong anti-racism and health and safety policies, and providing proper safety equipment.
The press release also references a report by BuildForce Canada, which indicates that an estimated 92,500 workers in the construction industry—roughly 21% of the workforce—are expected to retire over the next decade. Such a loss could create shortages in skilled trades if projected new registrations and completion trends continue as they are currently projected.
RESCON notes that the Ontario government is making an additional $90-million investment in the trades sector, some of which will be used to deploy more recruiters to high schools to teach youth about the trades, and that the province also wants the federal government to double the number of candidates who can be brought in under the Ontario Immigrant Nominee Program, so more trades can be recruited from overseas.
Meanwhile, according to the press release, RESCON itself has made diversity, equity and inclusion of underrepresented groups a strategic priority for the organization and is reaching out to convince women and people from Black, Indigenous, People of Colour (BIPOC) communities that a career in construction is a good choice. With the help of the Anti-Racism Roundtable, RESCON has launched a #BIPOCinConstruction testimonial campaign last year.
RESCON president Richard Lyall says the outlook for the construction industry is positive and, with immigration numbers rising, there will be more demand for housing and skilled trades workers, so it’s critical to get youth and people from underrepresented communities into training.
“To fill these future jobs, we must lay the groundwork now and let youth and people from underrepresented groups know about the opportunities in our industry. Skilled labour is fundamental to the success of construction and the homebuilding industry, so it is essential that we recruit and train new workers.”
