Collins brings nearly two decades of leadership experience in program development, learning systems, and workforce strategy. Most recently, she served as chief learning officer at the Plumbing-Heating-Cooling (PHCC) Educational Foundation, where she grew the organization’s flagship training program from an enrollment of 147 to a platform serving more than 10,000 learners. Over her tenure at PHCC, she oversaw a $2 million program budget, built a national brand with registered trademark status, and grew sponsorship and fundraising partnerships across the organization.

Earlier in her career, Collins held the role of director of training at United Capital Advisers, and served as a research instructor at Texas Tech University, designing online learning systems for continuing education programs. She also has consulted on learning management systems, training paths and curriculum design.

As CPO, Collins will oversee the design, execution and continuous improvement of NFRC’s residential and commercial certification programs, officials said.

“Bringing Angela on board as NFRC’s chief programs officer reflects our commitment to excellence in everything we do,” said Deb Callahan, CEO of NFRC. “She brings a proven track record of building high-impact programs from the ground up, and a strategic mindset that will be invaluable as we grow and respond to the needs of all whom we serve. NFRC’s work has never been more important, and I am grateful to have someone of Angela’s caliber leading our programs forward.”
